Need any and all help

Had a property in Buffalo, NY. that was foreclosed on, I believe in 2014. Never received any information of the foreclosure.
According to a representative, who claimed he represent The City of Buffalo, said a judgement of $40,000 was levied on my partner and I, for not maintaining the lawn, etc.(No correspondence has been received on this judgement) The unit was also vandalized, and we did not have a representative (that we could trust) in that City to assist us with the maintenance. So we got frustrated from not having the funds or help to maintain the property. Does anyone know what steps or how we could take to resolve this issue? Any help would be appreciated.
Need help on how to resolve this headache. Thank you.

I have my llc, Gpa Homes llc, AND made my first offer yesterday !

I had to change the name as my first choice was taken. I'm happy with the new name though. I made my first offer on a property yesterday, 33 days after beginning this wonderful adventure! I'm very confident it will be accepted,it's 11% under asking price. It is an reo, the numbers look great. It will be a rehab and keep for renting. Cash flow will be $700 per month or better and I should be able to cash out at refi for about 17K !
