Congress wants the major banks to start renting out the houses instead of allowing them to go vacant. Read more about it here:

It doesn't mean that you can't make money, but the rental supply will certainly drive down rents.

Lease to Own

It looks like they're trying to push lease options, which might actually be a viable option for many of these distressed home owners, especially if they can take the 5 year plan. BUT, I really do hope pols don't turn the banks and fed backers into land lords. Banks have a very simple business model at its core, and it is definitely not being in the business of rentals. This could have mixed results, one of which affecting rental prices like you say. ...it might also compel banks to unload the REO's to investors quicker, at lower costs, to avoid getting into the land lord business. And who would manage them?

Hopefully this is just white noise. A lot of political posturing going on lately with an election year coming up. (And that's as far as I'll get into the political discussion! ...just noting the differing behavior as 2012 draws near.)

apparently the bill would 'authorize' banks to rent properties, but I cannot see banks actually wanting to take on the duty of being landlords.

before, there was the 'loan modification', but to this day, I have not seen a single loan modification...

the banks want to loan money, they don't want to own properties, nor do they want to have to make special arrangements for 'unqualified' people.

Somehow, I cannot see banks going for this 'lease with option' bill.

Only time will tell...
