The best way to bird dog is to go straight to the investors in your area and ask them how you can help them. they will likely be more than thrilled you are asking. Each investor has a different criteria of investment property they look for, so in short the more investors you are working with.. the more properties and opportunities there are out there.
I feel that many people should start out bird dogging before they even start to wholesale. By bird dogging you'll get a first hand knowledge of how to evaluate properties by working with the more experienced investors and you'll get an even better grasp on your target areas.

There's tons of info online. Goto youtube.com and search through it. Do a google search. Search through this site. Bird dogging and wholesaling should be right up your alley. Hope all of this helps.
Tip: Don't plan as much. Study a little piece of what you need to be doing and get to work at it, we learn as we go, or shall I say, as we take actions. Once you find someone to bird dog for or wholesale to, you can then use him/her as your mentor. Good luck!
One thing that I learned from one of Dean's most successful students "Indiana Joe" Jurek was a super effective way to get people bird-dogging for you on a regular basis. The first thing we need to do is think about who are people in our areas who get to know the neighborhoods and get to drive around the neighborhoods more than most people out there....... These people,,,,???? Pizza delivery drivers. These drivers are constantly driving neighborhoods, so get the chance to see vacant properties on a regular basis. He offers the driver simply $1 per complete address of any vacant property. If he purchases the property, then he will pay the driver a $500 bonus upon closing. What a great way to get a great list of potential deals. At a buck a piece it is well worth getting that information. And giving the driver a $500 bonus upon purchasing any deal this will get a ton of properties flowing your way.
