Are realtors required by law to submit your offers to the bank on REO's ? And if so can they be verbal or must they be in writing?

But most times they are verbal, especially if the agent has a relationship with someone at the bank. If the offer is accepted or there is a counter-offer that is accepted, then the paperwork and such is submitted.
