I have a real estate investor client getting ready to retire and is trying to unload 15 small twn hme type houses 1,2.3. bedroom. WHile looking at this do I get an inspection on all units or is there some other route I can take instead of paying for that many inspections and may not take all units.

Can you look at them, decide which ones you're interested in, and then ask a couple of inspectors to give you bids/estimates on doing a package deal for you? If they fit them all into a 1/2 day, maybe someone would give you a better rate. Also, does the owner have any condition reports on the properties? That might help.
