Unless the seller specifically told the agent to auto-reject all owner financing offers (VERY doubtful) then you should report the realtor to the licensing board.
Realtors, in general are required to submit all offers to the seller. Just tell her you want to write up an offer.
I just had the same thing happen to me but I filed a complaint and the agent was removed from the sale. I wanted to make offer but she said one was already accepted and refused mine. It was true they had verbally accepted an offer but she was still supposed to take mine and submit it until the actually CLOSED ESCROW. The sellers can accept bids up until the actual close of escrow and she was obligated so send them all in.
She refused to send mine, and I had her on tape (answering machine) actually saying it. But yes, I would file a complaint.
The real estate agent right off the bat, said, "I am sorry but you need to prequalify with a letter from the bank to proceed any sales" We don't accept offers like that

OFC.. Hard money loans are ASSET based loans. They dont care about your credit or your income, only the value of the property.

I asked the real estate agent and refused to even ask the seller. I think I would have better luck if I ask the seller directly.
