Every state secures the tax lien with the property that it represents and in most states tax certificates are the senior liens against a property. If the property owner fails to repay the certificate, you are entitled to apply for a deed and ultimately foreclose on the property, regardless of any other liens or obligations on the property.
The first way to identify tax lien certificates that are not likely to be redeemed by seeking out properties that have been abandoned by the owner. One way to determine if a property has been abandoned is to visit the county tax office and ask to see the returned letters file. In all tax certificate states, the county treasurer or county tax offices will mail out notices to property owners informing them that if they do not pay their delinquent taxes, a lien will be sold on the property.
Another way to identify tax certificates that are not likely to be redeemed is to buy them over the counter at the county tax office instead of at a tax lien sale. These kinds of certificates are usually sold the following business day, over the counter, if they were left unpurchased at the auction. Use caution in buying tax certificates over the counter, there usually is a reason that the certificate was not sold at the sale.

Do you know a way to find a list of delinquent tax properties YEARS before they are listed for auction? I want to find out.
It takes 3-5 years {depending on the state) of delinquent taxes before the property goes up for auction. I want to contact delinquent tax owners before they get that letter that tells them there place is going buy buy.
So does anybody know how one can find a delinquent property tax list?

Usually not. In most tax deed states the state takes ownership or a type of ownership of the property and sells the property or rights to the deed. Because of this they most likely will not have a list of abandoned properties because that is some of the tax foreclosed properties.

The timeline is wide for every state. You can go from 6 months in Texas to several years as mentioned in other states like Michigan.
Finding out tax liens years before they happen would be very, very difficult to do.

I don't know about California, but I contacted our county treasurer and they will generate a list of all delinquent taxpayers for a cost of $20. This will give me everyone who owes for 2007 or before. I don't know if that helps for what you're looking for, but thought I'd mention it. Of course, it can't predict who will actually end up with a lien on their property. Like Nate said, that would be very hard. Here, if the owner gets behind by 4 years, the property is then taken by the county and a person has the option to start the bidding process (which takes a LONG time).
Call your treasurer. I'm sure they can tell you what you need to know.

I imagine it would be as current as your treasurer's office is up-to-date. (might depend on how efficient the office is). Just call and ask them a whole bunch of questions (you can sense when they start to get irritated. I stop BEFORE I get to that point. lol Nice to have good PR with the county employees.
