They are willing to buy anything that makes sense in these areas that are in decent neighborhoods. They need to have some equity built into them; enough to make the deal pliable. They are used to buying properties in bulk but their sources are running dry. These are not fundamental buyers; they are more technical investors looking to make money by holding with some profit and awaiting on appreciation.
