Here are the 5 counties with the highest percentage of homes seriously underwater:

Beaufort County, N.C.: 81%

Clayton County, Ga.: 57%

Payne County, Okla.: 55%

Modoc County, Calif.: 50%

Le Flore County, Okla.: 49%

And here are the 5 counties with a population over 1 million people with the highest rates:

Wayne County, Mich.: 48%

Cuyahoga County, Ohio: 41%

Clark County, Nevada: 37%

Cook County, Ill.: 35%

Orange County, Fla.: 33%
