Cash buyers

Does anyone have a cash buyer that will buy really low priced homes in bad neighborhoods.
I have one in ohio that a seller called my bandit sign and it's in a bad neighborhood and she wants to sell it. Prob would be under $10k.

Or a house that caught fire? I have one that had an electrical fire. Not real bad though. Just interior damage and mostly in the back of the house.
