Is My State Different ?

The First step in Foreclosure in Maryland is a
" Notice of Intent to Foreclose " Talked to both Civil and Circuit Court. They say that the notice does go out but it is not made public. Advice Please ????
Call the foreclosure notices I see in the newspaper ??
