Any one know how to go about purchasing a building owned by the county?

HELP!!! What is the best way to go about purchasing a building that is owned by the county where you live? currently the building is not being use, their has been break-ins to the building also. Exterior foundation of the building seems to be in good shape, but the inside as far as i could see through the windows had a few problems for example: installation were falling out the ceiling, windows broken out, graffiti on the wall am sure the list goes on. Basically the building is just sitting there not being used. I'm very much interested in this building but theirs no form of contact as to whom to speak on the premises. And does this seem like it would be a good deal since its owned by the county? Also what is the best method to use to get this building?
