2) the offer amount will be submitted together with the short sale package on an option contract or an offer to purchase contract?
3) the offer amount would be: ARV-65%-Repairs-closing costs-my check=max offer price????
Any suggestions on what i should offer the 1st and the 2nd?

1) Talk to the home owner. When they request a short sale package from the bank, the bank will usually tell them they need to list the home with an agent.
2) The offer will be on a purchase contract and needs to be submitted with the short sale package.
3) The offer amout should be base on what your investor want. ARV - interstors profit - rehab cost - cost of money (closing cost + cost of using transactional money about 2%) - my profit = max offer price.
