First time home buyer credit

I am corresponding with a woman in Miami,FL who tells me that she is looking to buy a house in the Kissimmee/ Orlando area prior to moving. She wanted to purchase the home with a mortgage but was concerned about getting the mortgage using her new job (which she does not have at the moment) as a credential opposed to using her current job which she's had for 30 years.

She inquired with an agent about the first time home buyer's credit and was told that she wouldn't qualify because she was renting in one city and buying in another city.
That just doesn't sound right to me.

Does anyone have any knowledge as to what the correct qualifications are for this credit?
