Question on CAD

I'm working with a very motivated seller he has a commercial property that needs some work, he has all rented out to 4 tenants two store fronts and two apts.

The apts. part of the building needs to be finished and roof completed. About say about 15k in repairs. The question I have is trying to find it on our Central Appraisal Distric and Total View and my other 'software' to get sold comps and tax info, none of them pull it up, comes up cannot be found...

I find out that it's listed in combination with his homestead on back taxes owed! Total to 18,500. The central appraisal district shows it's FMV as 230k.of the commercial property. He has received the latest statement from tax office with the Prop ID# so I find it that way on CAD and also shows that there is an "Active Lawsuit" but no further info on it shows up.
I'm wondering if it will be up for TAX Foreclosure?

I feel there is something missing? any help on this would be greaty appreciated!

FYI= I made him an offer last summer, which he declined and said he will just hold on to it for now.
Now suddenly seems very eager! I feel Bankruptcy is in the air, and possible tax preforeclosure! He says he did get the delinquent letter from the City but that's all...??? I feel I can lock it up pretty low and assign to my commercial buyer!
