Help please with steps to buying "condemned" property...

I found an up and down duplex that has been “deemed unlivable” by the city until the necessary repairs are done.

It is a nice 2 story brick building/flat roof, with beautiful woodwork inside. The leaking roof seems to be the worse culprit and when fixed, I can clean, fix the ceilings and paint it.

My thought is that I could live in one area while I fix the other.

How should I go about contacting the city, buying it with no money down, etc. Could I do something like Dean did with his first property? Could I put it under contract somehow, get some money from a hard lender to do the repair of fixing the roof and proceed from there?

I have the city inspector’s name and contact info; but wanted to ask everyone here: what questions should I ask, what steps should I take? I've not done my first deal yet, but I've looked at this property for several years and always appreciated it.
